Risk analysis essential!
The most important thing is to make employers understand that only following a BA4/BA5 training (and obtaining the certificate) is not enough to be compliant. They must determine the competence of their worker on the basis of the prior risk analysis of the work to be carried out.
The employer ensures the necessary training and provides the necessary instructions to counter the risks inherent to the use, operation and other work on the electrical installation. In doing so, they take into account the tasks assigned to their employees.
If work is carried out by employees on installations where it is not possible to eliminate the aforementioned risks, access to these installations must be exclusively reserved for employees who have the competence characterised by the code BA4 (warned) or BA5 (skilled).
This implies that the employer carries out a risk analysis of their installation and, based on the results, gives appropriate training to the employee, so that the employer can ensure that the employee has the required competences to work on the electrical installation. By means of a written document, the employer informs the employee for which parts of the installation and for which work on these parts they are declared competent (warned or skilled).
A BA4 or BA5 certificate can only be granted to an employee on condition that this employee is aware of the state of the electrical installation, the possible risks and the work procedures. This implies that it is in practice almost impossible to issue a reliable certificate if the employer has not carried out a risk analysis of their electrical installation. That is why a BA4 or BA5 certificate for an installation of which no risk analysis has been made can be considered worthless.
